MCPF reveals RM98 million alleged police malpractice

"The whistleblower alleged that the logistic department of the police force had failed to comply with the standard operating procedure (SOP) when conducting procurement including the buying of dogs during the general election (in March).

"Allegations have also named six high-ranking officers ranging from ASP (Assistant Superintendent of Police) to CP (Commissioner of Police)," he told a press conference with former founding president of Transparency International Malaysia Tunku Abdul Aziz Ibrahim.

Phang said he had also consulted the Anti-Corruption Agency (ACA) and was told to hand over the documents to the agency for investigation.

"If one government agency does not follow the SOP, it will lead to malpractice and corruption.

Phang said in view of the recent crackdown on the Immigration scandal and the government's commitment to prevent and fight malpractice as well as corruption, he had discussed the matter with Institute of Integrity Management director-general Datuk Dr Mohd Tap Salleh and Tunku Abdul Aziz.

Ang pow cops transferred

Star | Four policemen from the Gemas police station have been transferred out after a colleague lodged a report alleging that they received “ang pow” running into thousands of ringgit every month from those involved in illegal activities.

State police chief Datuk Osman Salleh said more policemen would be transferred out once investigations were completed.

“We have yet to conclude investigations but we expect more to be transferred out from there,” he said when met yesterday.

Last Friday, the policeman, a corporal in his early 40s, lodged a report that his colleagues were accepting “protection” money from those involved in illegal activities.

The policeman was apparently unhappy with the officer-in-charge (OCS) at the station, an inspector and a sergeant at the station because they were allegedly taking the lion’s share of the “ang pow” while the other rank-and-file officers received very little.

The sergeant, in retaliation, lodged a report against the corporal alleging that the latter had sold some items belonging to the station to scrap dealers.

It is understood that the corporal had disposed of some of the station’s old wooden and iron furniture to the dealer.

Osman said the corporal was apparently unhappy because he had received his transfer orders prior to the incident.

“He had been working in Gemas for some time and did not want to leave. It was then that he decided to lodge a report against his colleagues,” he said.

Osman said the allegations against the OCS was also questionable, as he had been stationed there for less than six months.

However, Osman said the transfer of the four did not mean they were guilty.

“This is a normal procedure. We will take action if there is hard evidence to suggest that they had been on the take,” he said.

It is understood that the Anti-Corruption Agency has also started a probe into the matter.

Laporan ini juga dibuat agar polis menyiasat dan menangkap Pengerusi Syarikat Kerjasama Perkembangan Tanah Tingkayu Berhad, Hajjah Alinah Usman Suing kerana bersubahat dengan Alimuddin melakukan jenayah 'criminal tress-passing', 'Contemp of Court' dan mencuri buah kelapa sawit saya. Sehingga hari ini, lebih kurang 150 tan buah kelapa sawit saya bernilai RM105,000 telah dicuri oleh Alimuddin. Alimuddin juga turut memusnahkan rumah saya dan mencuri barang-barang yang terdapat dalam rumah tersebut yang bernilai lebih kurang RM10,000.

Police extortionists in Balakong

malaysiatoday - [...] There were few of the workers who seemed to be very quiet; they sat by themselves and had their snacks. They were probably those who had failed to become university lecturers in their own countries for some reasons or other and had to come to Balakong to work in factories. They looked smart.

Balakong is probably the acronym of a Chinese-Indian of Bala Kong, if my guess is right. It is a place where there are many factories. And as I looked around, I could find new ones are being built. Times must be good for the factory owners of a host of things.

One could easily get all the parts one needs to construct a jetplane and if one is clever, one could even use all the parts that they make in the factories to assemble a nuclear bomb, except that he has to source for plutonium or uranium elsewhere.

I checked and found police patrol cars cruising the streets, mostly in the day. I thought, how could it be that bad, living and working in this place with so many police patrol cars surveiling this area; it must be safe.

But no; these police patrol cars are not here to look after the people and factories; they are here to extort the poor and hapless foodstall owners.

Imagine seeing patrol cars from Kajang and Semenyih coming over, and stopping by the side of the stalls and they get RM15 per trip.

I have been told that everyday three police patrol cars stop by each of the stalls, so they get RM45 per day - in extortion money.

And there are around ten to fifteen stalls here and each stall has to pay extortion money totalling RM1,350 per month which is more than what any police constable earns a month.

Often the policemen in the patrol cars also ate or took away food or drinks but without paying.

But, the problem is that most of the stalls are said to be illegally erected stalls, so that is why their owners are reluctant to lodge police reports.

Some of them had, but the police beat base in Taming had refused to take any action them. One had even lodged a police report with Bukit Aman and had been invited for an investigation and was told by the officer that the police patrol cars were straying. Sabah's cop refused to receive reports?

Star - A probe is underway following allegations that police personnel in a Sabah east coast district refused to receive reports that a company had "seized" nearly 800ha of oil palm plantations from small holders.

State Police Commissioner Datuk Noor Rashid Ibrahim said he had asked for reports on the matter from officers at the Kunak police station.

"We want to get to the bottom of this. Anyone should be allowed to lodge a report. They should not be stopped from doing so," he said following news reports quoting an affected smallholder that Kunak police did not "entertain" their bid to lodge reports against certain individuals.

Noor Rashid said those who could not lodge the reports should personally contact him.

He said police would also look into allegations that the company had hired about 100 foreigners armed with samurai swords and attack dogs to drive away the small holders who had been cultivating the land now worth some RM40mil. More...

RASUAH POLIS TURUN 0.1% .... satu kejayaan?

Gejala rasuah dan salah guna kuasa di kalangan anggota polis menurun sebanyak 0.1 peratus sejak kempen pemakaian lencana 'Saya Anti Rasuah' dijalankan pada 2005.

Ketua Polis Negara Tan Sri Musa Hassan berkata ini menunjukkan keberkesanan kempen yang telah dilancarkan itu bagi memerangi rasuah di kalangan anggotanya.

"Kita masih teruskan kempen tersebut bagi memerangi gejala rasuah habis-habisan dengan pemakaian lencana baru iaitu 'Integriti Amalan Kita," katanya pada sidang akhbar selepas majlis perasmian program polis bersama masyarakat di perkarangan Kuala Lumpur City Centre (KLCC) di sini.

Musa berkata pemakaian lencana baru itu dapat membina kerohanian dan sahsiah diri anggotanya di samping membangunkan modal insan yang dapat melatih anggota supaya tidak terjebak dengan rasuah dan salah guna kuasa.

"Walaupun bermacam-macam program telah dilancarkan, sebagai manusia kita tidak dapat lari daripada mengalami perubahan. Saya tidak nafikan masih ada pegawai dan anggota yang terlibat dengan gejala tidak baik ini. Tak ada sesiapa pun yang dapat lari daripada undang-undang," katanya. Musa berkata pihaknya akan meneruskan usaha untuk mendidik anggota dan supaya ia dapat dihayati oleh semua pegawai polis.

Katanya setiap anggota bawahan akan dipantau oleh pegawai atasan supaya tindakan tegas dapat diambil bagi membanteras gejala tidak sihat ini.

"Sesiapa yang ingkar, tindakan tegas akan dikenakan," tegasnya.

Pegawai Kanan Polis Terima Rasuah RM75,000 Ditahan BPR

KUALA LUMPUR, 27 Mac (Bernama) -- Seorang pegawai kanan polis dari Ibupejabat Polis Dearah (IPD) Gombak dekat sini ditahan Badan Pencegah Rasuah (BPR) Selangor petang tadi kerana disyaki menerima suapan kira-kira RM75,000 daripada seorang anggota sindiket curi kereta.

Pengarah Siasatan Ibu pejabat BPR Datuk Shukri Abdul berkata pegawai kanan berusia lingkungan 50an itu ditahan pukul 1 petang di IPD berkenaan dan terus dibawa ke pejabat BPR Selangor untuk siasatan.

Beliau berkata pegawai kanan itu disyaki menerima suapan bagi tidak mengenakan tindakan ke atas sindiket curi kereta tersebut.

"Kita akan menahannya selama 24 jam bagi menjalankan siasatan di bawah Seksyen 11 (a) Akta Pencegahan Rasuah 1997," katanya ketika dihubungi Bernama di sini, Rabu.

Beliau berkata sekiranya selepas 24 jam dan siasatan mendapati pegawai itu perlu disambung penahannya, BPR akan mendapatkan perintah tahanan reman di bawah 117 Kanun Acara Jenayah esok.

Sementara itu Ketua Bahagian Siasatan Jenayah Selangor SAC II Mazlan Mansor ketika dihubungi mengesahkan penahanan tersebut.

Policeman gets 54 months' jail for graft

PUTRAJAYA: A police lance corporal was sentenced to 54 months' jail after being found guilty of 13 counts of corruption involving RM32,500 by the Miri Sessions Court yesterday.
A press statement from the Anti-Corruption Agency said judge Azhari Kamal Ramli also slapped a RM20,000 fine on Robert Tira Erai.

According to the facts of the case, Robert, 40, had corruptly accepted the money, paid through his personal accounts with Bank Bumiputra Berhad and Bank Simpanan Nasional between July 19, 1997 and Feb 5, 1998, as an inducement not to take action against two men involved in vice activities.

Azhari Kamal granted a stay of execution pending appeal. Robert, however, was required to settle the fine.

JOHOR BAHARU: Seorang Penolong Penguasa Polis. Khamis, mengaku tidak bersalah di Mahkamah Sesysen di sini terhadap dua pertuduhan menerima rasuah berjumlah RM80,000 lebih setahun lepas.

Bagi pertuduhan pertama, ASP Abdullah Mohamad, 51, dari Bandar Baru Uda didakwa menerima suapan sebanyak RM50,000 daripada Yu Kim Fook dari Taman Bukit Jaya, Ulu Tiram sebagai dorongan untuk melepaskannya yang disyaki terlibat dalam aktiviti pengedaran dadah.

Dia didakwa melakukan kesalahan tersebut di Jabatan Siasatan Jenayah Narkotik, Ibu Pejabat Polis Kontinjen Johor pada pukul 3.30 petang, 5 Dis 2006 lalu.

Bagi pertuduhan kedua, bapa kepada empat orang anak itu didakwa bersubahat dengan Lans Koperal Abdul Rahim Samsudin untuk memperoleh suapan sebanyak RM30,000 daripada Yu di Taman Daya, pada kira-kira 9.30 malam, 8 Dis 2006 bagi tujuan yang sama. More..

KLANG: Tiga anggota polis berpangkat Lans Koperal dan seorang penguasa kastam mengaku tidak bersalah di Mahkamah Sesyen di sini hari ini terhadap pertuduhan berasingan menerima rasuah.

Chief inspector detained for graft

MALACCA: Anti-Corruption Agency (ACA) officers detained a 49-year-old chief inspector Monday on suspicion of accepting a RM600 bribe in relation to a court case.

The chief inspector from the Tampin police station, who is a prosecuting officer, has been remanded for investigations until Saturday.

It is believed that the chief inspector was detained following the detention of a 45-year-old lance corporal from Tampin police station by the ACA last Friday.

The lance corporal was freed on bail after a statement was recorded.

Sources said the lance corporal had demanded RM1,000 to "resolve" a case involving the seizure of karaoke sets from an entertainment centre.

State ACA director Idrs Zaharudin confirmed the arrest of the chief inspector but refused to elaborate.

Koperal Fadzil Bon, 43, dan Lans Koperal Shahuri Mohmad Zin, 34, yang bertugas di Bahagian Siasatan Jenayah Ibu Pejabat Polis Daerah (IPD) Kuala Selangor mengaku tidak bersalah meminta suapan RM2,000 daripada pemilik kedai telefon, Thor Lay Chin sebagai dorongan untuk tidak mengambil tindakan terhadap Thor yang dikatakan memiliki telefon bimbit curi.

Mereka didakwa melakukan kesalahan itu di A & K Telecommunication, No: 25, Tingkat Bawah, Taman Kem, Pelabuhan Klang di sini, kira-kira pukul 7 malam, 16 Sept 2005.

Sementara Cif Inspektor Abdul Aziz Harun, 43, yang juga bertugas di Bahagian Siasatan Jenayah IPD Kuala Selangor minta dibicarakan atas tuduhan memperoleh suapan RM1,000 daripada Thor di tempat letak kereta perkarangan Mahkamah Majistret Kuala Selangor, Kuala Selangor dekat sini, kira-kira pukul 3.30 petang, 19 Sept 2005.

Bagi kes keempat, Cif Inspektor Ahmad Rambli, 37, mengaku tidak bersalah meminta suapan RM5,000 daripada K.Thiagu sebagai dorongan untuk mengurangkan berat dadah jenis heroin dan mengurangkan tempoh tahanan adik Thiagu, K. Vimraj yang disiasat bagi kes dadah.

Ahmad didakwa melakukan kesalahan itu di Jabatan Siasatan Narkotik, IPD Klang kirakira pukul 7 malam, 5 Feb 2007.

Dia juga minta dibicarakan atas tuduhan bersetuju menerima suapan RM3,000 daripada Thiagu di Restoran AlBidayah, 34, Jalan Sri Sarawak 19, Taman Sri Andalas di sini, kira-kira pukul 11.30 malam , 20 Feb tahun lepas.

Hakim Zunaidah membenarkan Fadzil dan Sahuri, masing-masing diikat jamin RM2,500, Abdul Aziz diikat jamin RM3,000 dan Ahmad diikat jamin RM6,000 dan menetapkan ketiga-tiga kes disebut semula pada 4 Mac.

Kelima-lima mereka yang kini digantung tugas didakwa mengikut Seksyen 16, Akta Pencegahan Rasuah 1997 yang membawa hukuman penjara sehingga 20 tahun dan denda RM10,000 atau lima kali ganda nilai suapan, mana yang lebih tinggi, jika sabit kesalahan.

Pendakwaan bagi kesemua kes dikendalikan Timbalan Pendakwa Raya dari Badan Pencegah Rasuah Wong Poi Yoke.

BPR Tahan Seorang Pegawai Polis Disyaki Terima Rasuah

KUALA LUMPUR, 14 Jan (Bernama) -- Badan Pencegah Rasuah (BPR) menahan seorang Cif Inspektor polis yang disyaki menerima rasuah berikutan satu aduan, Jumaat lalu.

Ketua Penolong Pengarah BPR Taiping, Penolong Pesuruhjaya Zainul Darus dalam satu kenyataan berkata pegawai polis itu ditangkap kerana didakwa meminta wang suapan sebanyak RM14,000 daripada seorang pengadu, untuk tidak mengambil tindakan terhadapnya, kerana menjalankan perniagaan judi ekor tanpa lesen.

Pegawai polis berusia 33 tahun itu, dari Ibu pejabat Daerah Polis Taiping, didakwa bersetuju menerima RM7,000 selepas satu perbincangan dengan pengadu, katanya.

Beliau kini dibebaskan dengan ikat jamin RM10,000, menurut kenyataan itu yang dikeluarkan Ibu Pejabat BPR Putrajaya.

Pegawai polis berkenaaan disiasat mengikut Seksyen 11(a) Akta Pencegahan Rasuah 1997 yang jika sabit kesalahan boleh dipenjara tidak kurang daripada 14 hari dan tidak lebih 20 tahun dan didenda tidak kurang lima kali nilai suapan atau RM10,000 mengikut mana yang lebih tinggi.

BPR mengulangi gesaan supaya orang ramai yang mempunyai sebarang maklumat mengenai kegiatan rasuah supaya menghubungi talian bebas tol 1-800-88-6000 atau mana-mana pejabat BPR berhampiran.

Cop found guilty of bribery

KUALA LUMPUR: A traffic policeman was sentenced to three years' jail and fined RM45,000 for three counts of bribery.

Kpl Abdul Rahman Baba, 45, who was suspended from his job four years ago, however got a stay of execution pending an appeal upon an application by his lawyer on Friday.

However, his bail was increased from RM3,000 to RM6,000 and with an additional condition for him to settle his fine on Friday.

He was charged with asking a RM5,000 bribe from unemployed Mohd Hafizi Mohd Hakim as an inducement not to take action against him after he had committed a traffic offence.

He was accused of committing the offence at the police station on Jalan Tun H.S.Lee at about 6.30pm on Dec 11, 2001.

Abdul Rahman faces a second charge of agreeing to accept a RM1,000 bribe from Mohd Hafizi for the same matter at the same place that day.

Abdul Rahman was also charged with accepting a RM1,000 bribe from Mohd Hafizi through his (Abdul Rahman) colleague, K/Kpl Husin Abdul Rahman on Dec 14, 2001 for the same purpose.

In her verdict Friday, Sessions Court judge Nursinah Adzmi ruled that the defence had failed to prove reasonable doubt in the prosecution's case.

In convicting him, Nursinah said Abdul Rahman's defence was mere denial.

"An accident had occurred when the accused has chased him (Mohd Hafzi) on his motorcycle," she said.

The judge said although there are two different versions of the incident, the court noticed that the accused had not taken action against Mohd Hafizi after the accident.

"As a traffic policeman, why is it that he did not take action against him or ask his colleague to issue a summons against Mohd Hafizi after finding out that his car did not have road tax?," she asked.

In sentencing, Nursinah said she considered bribery a serious offence as it was rampant in the country and the likelihood of him losing his job due to the conviction.

Pleading for leniency earlier, lawyer Dr Mohd Radzuan Ibrahim asked the court to consider that his client had served the police force for 23 years with an excellent service record, was a sole breadwinner for his family and a first-time offender.

DPP Iznina Hanim Hashim pressed for a deterrent sentence saying that the accused had tarnish the image of the police force.

He paid his fine late afternoon.
